Tests TTIP advance ...

Prove di TTIP avanzano…

Bene ha fatto il Presidente del Consiglio Enrico Letta in questi primi giorni di Governo ad incontrare i principali leader europei per cercare di mettere le basi per ottenere più tempo per l’Italia per mantenere gli impegni economici di pareggio di bilancio. Avrebbe dovuto farlo un anno fa anche il Governo Monti, ma tant’è. 

D’altra parte, senza avere più tempo, è ormai chiaro che diventa impossibile mettere in atto tutti quei provvedimenti utili per la crescita economica che servono per rispettare gli impegni finanziari e per mantenere l’ordine sociale nel nostro Paese. L’Europa è il vero centro di potere che in questo momento Letta deve cercare di conquistare alla causa italiana. A Bruxelles, nel prossimo Consiglio europeo di giugno, l’Italia dovrà ottenere una dilatazione dei tempi per rispettare gli impegni di rientro dal deficit, altrimenti saranno inutili le manovre che il Governo si accinge a varare. Questo, il Presidente del Consiglio, ha mostrato di avere ben chiaro in mente. 

Come ben chiaro deve essere che questo Governo oltre alle riforme economiche per creare sviluppo e lavoro, deve dedicarsi senza indugio a quelle istituzionali, partendo dalla più urgente, la revisione della legge elettorale. Senza questa riforma l’opinione pubblica non giustificherebbe più questa classe dirigente con l’esito di incrementare alle prossime elezioni l’astensionismo da un lato e il grillismo dall’altro. 

Ogni ulteriore tema politico, ancorché ritenuto “fondamentale” o “imprescindibile”, questo Governo dovrebbe mostrarsi più accorto nell’affrontarlo e nel proporlo all’opinione pubblica. Un esempio su tutti: l’uscita del neo ministro dell’Integrazione Cecile Kyenge sulla riforma della legge per l’attribuzione della cittadinanza ha generato subito un’alzata di barricate da parte dei due schieramenti che sostengono il governo Letta. Se questo esecutivo vuole portare a termine il compito che si è dato, deve cercare di occuparsi dei temi intorno ai quali si può, anzi si deve, trovare unità di intenti per il bene comune dell’Italia, per le divisioni ci sarà tempo in futuro. 

D’altra parte, senza crearne di nuovi, per Letta i problemi sul tappeto non mancano, a partire da quelli interni al PD e, dall’altra parte, a quelli di un PDL con un Capo carismatico ormai accerchiato dai procedimenti giudiziari. 

Le prossime settimane saranno le più importanti perché si verificherà se il governo Letta sarà in grado di produrre quelle iniziative che, se approvate dal Parlamento, potranno iniziare a far invertire la rotta al nostro Paese. 

Ultima annotazione: dopo il tour europeo di settimana scorsa, oggi Letta ha incontrato il Segretario di Stato USA, Kerry, anch’egli in viaggio in Europa. Dopo i saluti, formali e cordiali, tra le due amministrazioni, i due leader hanno convenuto sulla necessità di “procedere rapidamente all’area di libero scambio tra Ue e Stati Uniti” che entrambi considerano un valido “motore di crescita” per i due continenti.

Ora che sei tornata vicina a Paolo, hai conosciuto la Verità e sono sicuro che sei finalmente in Pace.

Tempi moderni?


Questo primo maggio mi è venuto in mente, chissà perché, Charlie Chaplin che in Tempi Moderni, girato nel 1936, interpreta un povero operaio, disperato per la ricerca di un lavoro, e alienato dopo averlo trovato presso una catena di montaggio. 

Sono ancora attuali quei tempi oppure sono tempi superati, i nostri tempi sono diversi? 

A pensarci bene, in settantasette anni, tanti ne sono passati dal film denuncia di Chaplin, le cose non sono molto cambiate. Il mondo “occidentale” viveva un periodo di crisi economica e sociale allora e lo stesso stiamo vivendo oggi. Il lavoro non era sufficiente per tutti e lo stesso accade oggi. 

Allora il lavoro in fabbrica portava e provocava alienazione e crisi d’identità sia alla persona che al gruppo sociale di origine dal quale si finiva per allontanarsi; oggi le fabbriche rimaste si sono trasformate, il lavoro alienante lo svolgono le macchine controllate dall’uomo, ma l’alienazione è data dai ritmi del lavoro imposto dalle macchine stesse che per loro natura non hanno ritmi umani. 

Per macchine non intendo le presse, gli altoforni, gli impianti di verniciatura. Per macchine intendo i computer, gli smartphone, le fotocopiatrici, i fax ma anche i treni super veloci e gli aerei che in poche ore ti trasferiscono persone e merci da un capo all’altro del pianeta. 

L’alienazione deriva dai ritmi non umani cui siamo sottoposti quotidianamente ai quali d’altra parte ci spinge la competizione globale generata dal fatto che ormai in poche ore treni ed aerei superveloci… 

Se questo è lo scenario che viviamo, settantasette anni dopo i tempi moderni di Chaplin, è chiaro che anche il lavoro si sposta velocemente e si trasferisce dove il datore di questo lavoro trova la migliore mano d’opera al miglior costo. L’Europa in questo senso è ancora in grado di offrire queste condizioni? E per quali settori è interessata a competere, diciamo, con i Paesi dell’estremo oriente o del Sud America? 

Queste sono le domande di fondo cui occorre rispondere prima di decidere dove investire le risorse disponibili per creare il lavoro che oggi manca, in Italia ma anche in tutta Europa. E occorre decidere in fretta per non perdere un’intera generazione di giovani di 25/30 anni che oggi è senza lavoro e che non può arrivare ad avere (forse) un posto di lavoro, degno di chiamarsi lavoro, a quarant’anni. 

Una risposta a queste domande sembra arrivare dall’altra sponda dell’atlantico. il Presidente Obama, il 12 Febbraio, durante il suo primo discorso sullo stato dell’Unione dopo essere stato rieletto, ha annunciato che gli USA e la UE hanno raggiunto l’accordo per aprire i negoziati Ttip (Transatlantic trade and investment partnership) vale a dire i negoziati per eliminare da entrambe le parti le tariffe che ancora pesano sul libero scambio e sul commercio bilaterale, realizzando così un vecchio sogno di David Rockfeller e dei suoi amici che giusto 40 anni fa, nel luglio 1973, crearono la Commissione Trilaterale con lo scopo dichiarato di sostenere e diffondere il libero scambio mondiale di beni e servizi con meccanismi flessibili di circolazione della moneta. 

Basterà il sogno dei neo liberisti, il commercio senza barriere, a risolvere il problema della crisi del lavoro che non c’è più (o meglio del lavoro che si è spostato dall’Europa in altre parti del mondo)? 

Vedremo. Intanto registriamo una strana coincidenza: al Presidente Monti, membro italiano della Commissione Trilaterale è successo Enrico Letta, membro italiano della Commissione Trilaterale. 

A quanto pare l’Italia sembra già allineata al nuovo progetto TTIP !!!
