• Non essere incoerente: questo mi sconcerta. Mi costringe a fare ogni sforzo per farla franca ogni volta che posso.

New parties or new policy?

Seems to have become a fad, not now, in the national political landscape: change the names of political parties to keep up with society because, by definition, is you (civil society) in step with the times, while the political parties were left behind (with respect to time). The wording of the sentence deliberately reflects the current state of confusion! But, I wonder: political parties are associations of men and women who come from civil society? Or are they of the clergy or religious? And how do these men, when they take on the role of politicians to remain behind the times that we live and when wear street clothes remain abreast (with time)?

These mutations, more or less genetic, investing all the major Italian parties, who once described themselves as popular. Personally I think the Italian people have now realized that you do not need to change the name of a party, when people who are in elected assemblies and guide him politically are the same for decades. Rather than changing the name of a party I would say it would be time to change the name of the people who represent a political force in order to bring in new ideas that also means parts of a greater guarantee of morality and especially within the party and the State.

Nuovi partiti o nuovi politici ?

Una moda sembra essersi imposta, non da ora, nel panorama politico nazionale: cambiare nome ai partiti politici per restare al passo con la società civile perché, per definizione, è lei (la società civile) al passo con i tempi, mentre i partiti politici sono rimasti indietro (rispetto ai tempi).  La formulazione della frase rispecchia volutamente lo stato confusionale attuale! Ma, mi domando: i partiti politici non sono associazioni di uomini e donne che provengono dalla società civile? O sono forse dei chierici o dei religiosi? E come fanno questi uomini, quando vestono i panni di uomini politici a rimanere indietro rispetto ai tempi che viviamo mentre quando rimettono gli abiti civili restano al passo (con i tempi)?

Queste mutazioni, più o meno genetiche, investono tutti i più grandi partiti italiani, quelli che una volta si definivano popolari.  Personalmente ritengo che ormai il popolo italiano abbia compreso che non serve cambiare il nome di un partito, quando le persone che lo rappresentano nelle assemblee elettive e lo indirizzano politicamente sono le stesse da decenni. Piuttosto che cambiare il nome di un partito direi che sarebbe venuto il momento di cambiare il nome delle persone che rappresentano quella forza politica in modo tale da ottenere un ricambio generazionale che significa anche ricambio di idee e soprattutto maggiore garanzia di moralità all’interno del partito e quindi dello Stato.

L’occasione che si presenta al governo Monti in questo senso è veramente unica: riformare il meccanismo di elezione dei cittadini nei diversi livelli di rappresentatività in modo tale da garantire da un lato un progressivo e sempre crescente livello di competenza nella gestione della Cosa Pubblica e dall’altro ridurre molto la tentazione di ricercare il proprio bene, o quello del partito e non il Bene Comune.  Mi spiego: dal compimento della maggiore età, un cittadino potrebbe essere eleggibile dapprima nei Comuni , per un massimo di due mandati. Esaurito il primo mandato potrebbe però candidarsi al consiglio provinciale oppure a quello regionale, sempre per un massimo di due mandati. Successivamente potrebbe candidarsi al Parlamento nazionale, prima come deputato, sempre per due legislature. Esaurita la prima legislatura potrebbe, se lo volesse, candidarsi al Senato della Repubblica, per un massimo di due legislature. Esaurito questo cursus honorum, penso che la Repubblica Italiana non possa far altro che congratularsi con questo italiano che ha dedicato almeno venti anni della sua vita al Bene Pubblico e magari lo possa anche ricompensare con una dignitosa pensione. E poi questa persona avrebbe davanti a sé una nuova vita da vivere e potrebbe, se lo volesse, mettere a frutto l’esperienza maturata nei venti anni precedenti come consulente di alto livello oppure candidarsi al Parlamento Europeo, ma li sarebbe un’altra storia che ci riguarda meno. Con la Repubblica Italiana questo cittadino prestato alla politica avrebbe cessato il proprio rapporto di rappresentanza.

Qualcuno ha qualcosa da obiettare a questa impostazione? Non si sta dicendo che il politico in questione debba cessare di fare politica, la qual cosa sarebbe una limitazione fortissima della propria libertà individuale e anche contraria alla Costituzione.  Si sta solo affermando che la forma in cui si può concretizzare il suo fare politica, non passa più attraverso le cariche pubbliche elettive della Repubblica Italiana che ha già ottenuto il meglio dal cittadino politico nei suoi primi venti anni di attività. Credo che con qualche “aggiustamento”, una regolamentazione in tal senso dell’attività politica possa riavvicinare soprattutto i giovani che sono ormai lontani anni luce da questo mondo. Infatti, senza l’impegno dei giovani il Paese è destinato sempre più a diventare un Paese con lo sguardo rivolto verso il proprio ombelico, senza futuro e in mano a vecchi papponi che vogliono apparire eternamente giovani.
